TUT Dean of Humanities Advocates for Capable, Ethical, and Democratic States in Africa. Professor Mashupye Maserumule, Executive Dean of the Faculty of Humanities at Tshwane University of Technology (TUT), recently played a pivotal role in a significant international discourse on governance in Africa.

From 26 to 29 November 2024, Prof. Maserumule joined the South African delegation in Uganda at the African Association for Public Administration and Management (AAPAM) roundtable conference. The delegation was led by South Africa Department of Public Service and Administration, alongside the Department of Monitoring, Planning and Evaluation in the Presidency.

During the plenary session, Prof. Maserumule delivered a compelling address on the importance of fostering capable, ethical, and democratic states in Africa. With over 60% of Africa population being youth and increasingly adept with technology, Prof. Maserumule argued that leveraging this demographic could drive innovation and growth across the continent. The conference, themed “Agile and Resilient Public Administration for Sustainable Development in Africa,” was inaugurated by Ugandan President Yoweri Museveni. It brought together ministers, senior officials, and thought leaders from across Africa, as well as delegates from Europe, North America, and South America.

The event aimed to equip African nations with the tools to navigate the challenges of modern governance, ensuring that public administration serves as a catalyst for sustainable, inclusive growth. The Public Service Commission was also a key participant, reinforcing its commitment to fostering robust governance frameworks.

Strategic Collaborations and Partnerships

On the sidelines of the conference, Prof. Maserumule engaged in strategic discussions with key academic and government leaders. Alongside colleagues like Prof. Ricky Mukonza, Dr. Robert Nkuna (Director-General of South Africa Department of Monitoring, Planning and Evaluation), and Professors John Molepo and Kgothatso Shai from the South African Association of Public Administration and Management (SAAPAM), Prof. Maserumule met with Professor Barnabas Nawangwe, Vice-Chancellor of Makerere University, and leadership from the Uganda Management Institute.

These discussions focused on enhancing academic and institutional collaborations across Africa, with plans to formalize partnerships through memoranda of understanding. Such initiatives are expected to bolster knowledge exchange and foster innovative solutions to shared governance challenges.
